What percentage of the total energy from sunlight that hits the panel is converted into electrical energy? An average cheap panel would be best but, any panel will be accepted.

About 15-20%. The Sun sends about 1,366 watts of power per square meter on Earth. So you can calculate your own efficiency if you know the area and power of a given solar panel. But more important is price efficiency. The cost is now about $3 per watt, but the solar industry is targeting $1 per watt in 5 years or less by using the newer thin film types. These types are less efficient per unit area, but more efficient in cost. By that I mean you need a bigger panel to make the same power, but the bigger panel will cost less money to buy.
